The Director of the Pan-European Institute, Professor Kari Liuhto participated in a Finnish-Norwegian project "The New Northern Dimension and the Possibility of an Energy Partnership – Cooperation between Norway and Finland”. The project started in April 2007 and had its final seminar on June 2, 2008. In addition to Liuhto, the Finnish project team consisted of Professor Pami Aalto (University of Tampere), researcher Hanna Smith (Aleksanteri Institute), researchers Nina Tynkkynen and Katri Pynnöniemi (The Finnish Institute of International Affairs).
The project is linked to the Policy Framework Document and the Political Declaration on the Northern Dimension, which were both adopted in Helsinki in November 2006. The Political Declaration encourages all actors within the Northern Dimension to explore new opportunities for partnership in different fields, such as energy sector.
