The doctoral thesis of Ville Korpela, M.Sc. (Pol.), M.A., titled Four essays on implementation theory, examines the planning of institutions as a problem of implementation theory. At theoretical level, institutions have traditionally been modelled as games, with the idea of analysing the balances of a given game.
The theoretical formulation of the problem indicates that a deeper and more interesting question is related to the theory of institutions: given that the goal to be achieved in a state of balance is known, is it then possible to form a game, that is, an institution, that provides the framework for precisely achieving that pre-defined balance?
