Finnish Focus Area in Multinational Experiment 5 (MNE 5)
Information sharing barriers between the many involved actors represent a major problem in the international crisis management community. This leads to a lack of mutual understanding, insufficient and inefficient action and conflicting efforts. SHIFT seeks to replace the current practice of building bilateral or ad hoc information exchange relationships between actors in the conflict regions. SHIFT is both a concept and a practical solution. A common interest in safety and a desire to build mutual understanding and avoid conflict and duplication of effort make the SHIFT an attractive tool for actors involved in crisis management.
SHIFT is both an information source and a platform to disseminate or share information. SHIFT can also be understood to describe a cultural shift towards more transparent and open information sharing practices supported by up-to-date technological services.
SHIFT technical solution includes a collection of web-based, integrated communication tools that enable information sharing. It features incident mapping and GIS tools, organisational directories, a wikipedia-like knowledge base, discussion boards, instant messaging and VOIP services, user defined filters and a robust search function.
